Resumo: No quadro geral, a dissertação apoiada na teoria neoinstitucional evidencia as relações federativas cooperativas estabelecidas em dois planos: i) horizontal, no que tange à implementação de políticas públicas por meio de Consórcios Públicos Intermunicipais (CPI), e ii) vertical, no tocante aos repasses voluntários do Orçamento da União (OU) para o arranjo consorcial de Municípios. Identificaram-se o desenvolvimento e a redução da desigualdade territorial na essência dos propósitos dos Consórcios Públicos e das Transferências Discricionárias Voluntárias (TDV), enfocados no contexto do federalismo cooperativo. E o debate teórico foi conformado à luz da ação coletiva centrada na política pública e no advocacy. De natureza aplicada, abordagem qualitativa e com característica descritiva, a pesquisa se ancorou em procedimentos de natureza bibliográfica e documental, tendo sido os dados submetidos à análise de conteúdo com suporte do software Atlas TI 8.1. A pesquisa se voltou a investigar de que modo as transferências discricionárias voluntárias por emendas parlamentares individuais ao Orçamento da União figuram como incentivo à cooperação intermunicipal formalizada por consórcio público. Relacionando o conteúdo analisado com os dados do OU que apontam que a parte mais expressiva das TDV por emenda parlamentar individual (EPI) não é direcionada para CPI, alcançaram-se, em síntese, as seguintes conclusões: i) as regras do jogo que estruturam os objetos de pesquisa trazem em si elementos cooperativos, todavia alguns componentes contextuais obstam generalização dessa perspectiva; ii) o comportamento político se expressa por estratégias inclusivas e integrativas, mas também por movimentos de natureza autárquica, utilitária e individualista; iii) o papel da liderança, além de técnico, político e de legitimação, tem relevância no fomento à cooperação e à participação popular nos processos decisórios; e iv) a ação coletiva, que aloca a implementação da política pública como centralidade, se volta também à representação de interesses do CPI na obtenção de recursos advindos de transferências orçamentárias. A convergência das conclusões revelou que, embora as TDV processadas por EPI influenciem a cooperação intermunicipal formalizada por consórcios, a influência advém da mera expectativa quanto ao recebimento dos recursos, moldada a partir das regras do jogo formais e informais que estruturam as situações de ação.
Abstract: Considering a general approach, the dissertation, based on the neoinstitutional theory, reveals the cooperative federative relations established in two planes: (i) horizontal, regarding the implementation of public policies carried out through Intermunicipal Public Consortia (IPC) and (ii) vertical, in relation to voluntary fund transfers from the Union Budget (UB) to a consortium of Municipalities. Development and decrease in territorial inequality were identified in the essence of the purposes of Public Consortia and Voluntary Discretionary Transfers (VDT), focused in the context of cooperative federalism. The theoretical debate was shaped according to the collective action, centered on public policy and advocacy. Of applied nature, qualitative approach and descriptive characteristic, the research was based on bibliographic and documentary procedures, which data was subjected to content analysis with the Atlas IT 8.1 software. The research turned itself to investigate how voluntary discretionary transfers by individual parliamentary amendments to the Budget of the Union appear as an incentive to the cooperation between Municipalities formalized by public consortium. By relating the analyzed content to the data of the UB, that point out that the most expressive part of the VDT by individual parliamentary amendment (IPA) is not directed to IPC, the following conclusions were, in summary, reached: (i) the rules of the game, which structure the objects of research, contain cooperative elements, however some contextual components obstruct generalization of this perspective; (ii) political behavior is expressed by inclusive and integrative strategies, but also by movements of an autarchic, utilitarian and individualistic nature; (iii) the role of leadership, besides technical, political and of legitimacy, is relevant in fostering cooperation and popular participation in decision-making processes; (iv) collective action, which allocates the implementation of public policy as a main concern, also refers to the representation of interests of the IPC in obtaining funds from budgetary transfers. The conclusions, which converged towards the same idea, revealed that, although the VDT processed by IPA influences the intermunicipal cooperation formalized by consortia, the influence comes from the mere expectation regarding the reception of the resources, molded from the formal and informal rules of the game that structure the situations of action.
