Resumo: Este trabalho de conclusão teve como temática os investimentos em infraestrutura urbana em bairros que passaram pelo processo de regularização fundiária no município de São José dos Campos, abordando aspectos sobre o protagonismo dos municípios neste processo de regularização, bem como das finanças municipais que viabilizam os investimentos em infraestrutura. O objetivo do trabalho foi apresentar uma análise sobre os investimentos em infraestrutura em assentamentos urbanos que passaram pela regularização fundiária, apresentando e discutindo dados relacionados a situação da infraestrutura instalada, das obras realizadas e das fontes de financiamento que permitiram a realização das obras. A pesquisa foi realizada com os dados disponibilizados pela Prefeitura de São José dos Campos, que desde 2011 tem realizado a regularização fundiária de vários bairros da cidade. Os dados fornecidos pela Secretaria de Gestão Habitacional e Obras, que abriga uma diretoria com atuação específica sobre a regularização fundiária, foram combinados com dados levantados junto aos sistemas de licitação e finanças utilizados pela Prefeitura, possibilitando assim a identificação das obras realizadas, dos seus respectivos contratos e fontes de financiamento. Os resultados apresentados demonstraram uma diversificação das fontes utilizadas para o financiamento das obras, todavia, a fonte ligada à operação de crédito concentra mais de 60% dos recursos, indicando uma situação especial do município estudado em comparação com outras cidades que não possuem capacidade de tomar créditos externos devido a restrição legal e institucional impostas para este tipo de operação.
Abstract: This work was the subject of investments in infrastructure in neighborhoods that underwent the process of urban land regularization in the municipality of São José dos Campos, addressing aspects of the role of municipalities in this regularization process, as well as the municipal finances that make investments feasible infrastructure. The objective of this work was to present an analysis of the investments in infrastructure in urban settlements that have undergone land regularization, presenting and discussing data related to the situation of the installed infrastructure, the works carried out and the sources of financing that allowed the works to be carried out. The survey was carried out using the data provided by the CityHall of São José dos Campos, which since 2011 has carried out the land regularization of several neighborhoods in the city. The data provided by the Secretariat of Housing and Construction Management, which houses a board with specific action on land regularization, were combined with data collected from the bidding and finance systems used by the City Hall, thus enabling the identification of the works carried out, their respective contracts and sources of financing. The results presented demonstrated a diversification of the sources used to finance the works, but the source linked to the credit operation concentrates more than 60% of the resources, indicating a special situation of the municipality studied, compared to other cities that do not have the capacity to take external credits due to legal and institutional restrictions imposed for this type of operation.
